Strategic Approaches to Regional Joint Tendering

One of the main starting points for the Cost Saving and Efficiency Program has been to assess all current and future procurement activities in relation to the wide range of services that councils deliver.  This has given the SHOROC councils a clear picture of where they can work together on regional tenders that offer good cost efficiencies  and increases in productivity.

The SHOROC Procurement Working Group with representatives from all councils has been working on a strategic approach to regional purchasing and it’s since been agreed by councils to:

  • Conduct a comprehensive audit of all planned tenders and contracts across the SHOROC Councils to deliver a three year procurement calendar
  • Use the calendar as a planning resource and the basis of coordinating procurement opportunities at a regional level
  • Better explore opportunities for regional panel contracts in a number of service delivery areas
  • Conduct business case analyses of identified priority areas for review and action.

SHOROC continues to work in partnership with the councils through the Procurement Working Group that meets on a bi-monthly basis.  The group has made great progress in developing the procurement calendar which is providing a clearer focus in collaboratively planning future procurement projects. Some of the areas we have been purchasing regionally and seeing significant savings include:

  • Linemarking and Signposting
  • Cash Collection
  • Stationary
  • Hygienic services
  • Hardware
  • Ready Mix Concrete
  • Traffic signage
  • Banking Services
  • Natural Environment Works

A number of new and emerging regional procurement opportunities have also been identified that will be worked through over the coming months. The other areas we are exploring are wide and varied including:

  • Plant Hire
  • Cleaning of public amenities
  • Turf laying and maintenance
  • Graffiti Removal
  • Minor capital works
  • Stormwater maintenance works
