The four councils of the SHOROC region have recently released for public comment their draft plans for the future, outlining the main priority projects to be delivered and those proposed over the next 1, 4 and 10+ years to maintain and enhance their council area and the region. The councils are inviting your comments – see the links below to have your say.
The plans demonstrate the outstanding work of Manly, Mosman, Pittwater and Warringah councils and include a wide range of projects to improve the local area. Projects such as planning and upgrades to centers such as Dee Why, Manly and Spit Junction, improvements to roads, cycleways, footpaths and boardwalks, projects to save energy and improve the local environment, improvements to sporting fields and advocacy to seek much needed investment in transport and health infrastructure.
The four councils of the SHOROC region have all worked tirelessly to develop their Community Strategic Plans in line with the full range of the local community’s needs and to identify the best means of meeting these needs. The Plans are a great example of how council and its community can work together to come up with ideas and opinions about key projects that will enable council to work toward achieving the community’s vision and long term plan.

What is a Community Strategic Plan?
Community Strategic Plans are an important ‘big picture’ document for council and the community that aims to outline the 10 year strategic vision for the area and key directions for council to achieve it. The plan includes a detailed view of services, projects and activities to be delivered over the next four years and provides even greater detail in a one year Operation Plan and Budget.
A Community Strategic Plan comprises of:
- 10+ year Community Strategic Plan
- 4-year Delivery Program
- 1-year Operational Plan.
What is the purpose of the Plan?
The purpose of the plan is to identify the community’s main priorities and aspirations for the future and to plan strategies for achieving these goals. In doing this, the planning process will consider the issues and pressures that may affect the community and the level of resources that will realistically be available to achieve its aims and aspirations. Councils continue to monitor and report on the progress of all stakeholders in implementing Community Strategic Plans once every four years and at a detailed level every year.
Why do Councils have a Community Strategic Plan?
Councils must prepare a Community Strategic Plan in response to changes to legislation requiring all councils to address and develop an Integrated Planning and Reporting Framework. This means that all NSW councils need to prepare a Community Strategic Plan, a Workforce Plan, an Asset Management Plan and a Long Term Financial Plan. While a council has a role in initiating, preparing and maintaining the Community Strategic Plan on behalf of the community, it is not wholly responsible for its implementation. Other partners, such as State agencies and community groups may also be engaged in delivering the long-term objectives of the plan.
Who is involved in developing the plan?
The first phase of the Community Strategic Plan based on the input and direction provided by elected Councillors, Council management and other staff, local residents, advisory committees, community groups, local businesses, and a vast range of community partners such as local and regional service providers, and state government bodies. Council encourages residents to get involved in developing a vision for the community and urges residents to take up an opportunity to make a difference. Feedback received via community consultation mechanisms is generally presented to Council for consideration and then incorporated into the new Community Strategic Plan where possible.
Why is community feedback so important?
The Plan opens the way for councils and their communities to have important discussions about funding priorities, service levels and preserving local identity and to plan in partnership for a more sustainable future. Feedback often reveals the issues of most importance to the local community. It recognises that most communities share similar aspirations: a safe, healthy and pleasant place to live, a sustainable environment, opportunities for social interaction, opportunities for employment, reliable infrastructure and it shows how council will respond to these needs to shape the character of individual towns and cities.
